June 2006 - e-Prescribing Education Report   (finalized December 27, 2005) released on this web site

This report describes the activities and results of a project conducted in 2004 and 2005, funded by the Foundation for eHealth Initiative, wherein the Massachusetts Health Data Consortium developed and tested educational materials to be leveraged in Massachusetts initiatives to encourage e-Prescribing adoption and use. The report describes the activities that were conducted and summarizes the results. The materials included in this report and its appendixes can be leveraged by other e-Prescribing adoption initiatives.

We have paid particular attention to workflow and resource issues by having current practicing physicians offer their own experiences in structured, case-study formats as part of a small interactive workshop format. We have created an e-Prescribing curriculum that is pragmatic, easy-to-understand, and useful to clinicians.

Mission & Background

There are a variety of e-Prescribing initiatives in the Commonwealth. They are sponsored in part by payers, provider organizations and others, that are creating opportunities for physicians to access e-Prescribing solutions and take advantage of substantial subsidies and reduced pricing. Clinical data exchange and e-prescribing also promise to be high priorities for the new Massachusetts e-Health Collaborative,

In July 2004, the MA Health Data Consortium's MA-SHARE initiative was awarded a contract from the e-Health Initiative's Connecting Communities for Better Health program to support our MedsInfo-ED project, and to develop a series of education programs targeted at accelerating the pace of clinical information sharing and e-prescribing to physicians in both ambulatory care and hospital settings throughout the state.

MA-SHARE's main projects, MedsInfo-ED and Rx Gateway, are both aimed squarely at the challenge of expanding use of e-prescribing by making it easier and cheaper for physicians and other prescribers to access medication histories, check eligibility, benefits and formularies, process claims, and send prescriptions directly to pharmacies and mail order companies for dispensing.

The goal of this ePrescribing Advisory Committee (ePAG) is to assure that MA-SHARE's e-prescribing projects and education programs are coordinated with current efforts, including the e-Prescribing Collaborative, the MA Medical Society's initiative as well as with vendors currently active in the market, including PocketScript, DrFirst, RxHub, SureScripts and others.

Beginning in the winter of 2005 we began offering a series of education programs and information resources to enhance these ongoing initiatives. The first priority for the committee was to discuss and review the educational curriculum we are developing, with support from our Connecting Communities for Better Health e-Prescriptions Project, and in collaboration with SureScripts and other technology companies. Our program addresses some of the questions e-prescribing "buyers" need to answer. What should I do first, e-prescribing or EMR? What will it take to implement? How does my first decision relate to my long-term technology strategy? How do the vendors compare, and which one is right for me? What can I afford?

Our joint educational program includes market surveys, web-supported education sessions and regional meetings. We leverage the combined experience that our ePAG members have gained, along with physicians who have already implemented e-prescribing to share important "lessons learned," as well as practical information about how to choose and subsequently implement their own e-prescribing solution.

Our e-Prescribing Advisory Group is invaluable in helping us learn more about the progress being made in the marketplace and we are most successful when we leverage the experiences and the knowledge gained by other active organizations and companies.

MA-SHARE and the Consortium are committed to making e-prescribing a critical building block in our long term clinical data exchange strategy.

Current Activities

  • 2006 - The Consortium participates on the eRx Collaborative Steering Committee
    The eRx Collaborative is a joint effort of Blue Cross Blue Shield of Massachusetts (BCBSMA), Tufts Health Plan (Tufts HP), Neighborhood Health Plan, and their technology partners DrFirst and ZixCorp®, to promote ePrescribing adoption in Massachusetts. Learn about the eRx Collaborative's mission and projects in the accompanying Fact Sheet. In 2006, the Committee has also published a Fact Sheet on the Benefits of e-Prescribing to emphasize the benefits to all health care stakeholders in embracing electronic prescribing.
  • 2006 - The eRx Collaborative, along with the Consortium and many of the Commonwealth's local community pharmacies will launch a statewide technology assessment. The assessment is designed to help physicians determine if their practice already possesses the technology to establish a direct, two-way, computer-to-computer connection with their local pharmacies. Practices will be sent the one-page assessment by fax and mail, or have the option to complete it at GetRxConnected.com/MA. Physicians can also call with questions about the assessment or electronic prescribing in general:
    1-866-RxReady (1-866-797-3239).
