The August 1, 2001 Federal Register includes the Final Rule for annual diagnostic related group updates and additions, major diagnostic category changes, complication and comorbidity refinements, and ICD-9-CM changes, effective for the 2002 fiscal year beginning October 1,2001.

Keeping Up with HIPAA Requirements
ICD-9-CM
There are several ICD-9-CM code books
in print. However, the official version of the classification is
only available on a CD-ROM. Compiled by the National Center for
Health Statistics (NCHS) and the Health Care Financing Administration
(HCFA), this CD is available from the Government Printing Office
by calling (202) 512-1800 or by going to the GPO's online bookstore
at http://bookstore.gpo.gov/.

The Sixth Edition of the
official version of ICD-9-CM, effective October 1, 2002, is available
on CD from the Superintendent of Documents. PHS Publication
Number 02-1260 may be obtained by calling (202) 512-1800.
The cost is $23, with an additional charge for first class or Federal
Express. This CD contains all of volumes 1, 2, and 3 of the
ICD-9-CM plus official coding guidelines.
At the time of publication
of this CD, the official ICD-9-CM coding guidelines were in the
process of being revised. The updated guidelines are posted
on the National Center for Health Statistics (NCHS) website.

These guidelines supercede the the guidelines on the CD.
This CD is not an encoder, it is an alternative to the code books. However, where some of the published books have developed their own methods for designating codes, and may, on occasion have inadvertent errors, this CD is officially endorsed by NCHS and HCFA.
In addition, the latest official coding guidelines are included. Also, for people doing data analysis, it is possible to do word or code searches in the Index or tabular List.

J vs NDC
If you have been following the HIPAA Transaction and Code Sets regulations, you will have noted that the HCPCS "J" codes are no longer going to be used for designating drugs. Instead, they will be replaced by the National Drug Codes (NDC) in 2002. Although these latter codes are used widely by retail pharmacies, their applicability for physician and hospital use has been challenged by many provider groups.
Under HIPAA, the National Committee on Vital and Health Statistics (NCVHS) has been designated as the primary advisor to the Secretary on modifications to the HIPAA regulations. The NCVHS recommendations relevant to the use of the NDC codes can be found at http://www.ncvhs.hhs.gov/reptrecs.htm in the 2/22/01 letter to the Secretary of Implementation of National Drug Codes.
