MA-HISPC Phase 1 - Project Background
At the end of May 2006, the Consortium signed the subcontract award to join in the national collaborative
effort to identify and assess privacy and security policy questions,
regulations and business practices that might affect interoperable
health information exchange. The Consortium was designated in March 2006
by the Commonwealth of Massachusetts to carry out this Health Information
Security and Privacy Collaborative (HISPC) Project.
This Project is part of a contract awarded in October 2005 to
RTI International by the Agency for Healthcare Research and Quality
(AHRQ) within the U.S. Department of Health and Human Services
(DHHS). The National Governors Association (NGA) Center for Best
Practices is part of the contract team.
The Consortium is recognized in Massachusetts and across the country as
a leading catalyst for collaborative advancements in the use of
health care information, technology (HIT) and health information
exchange (HIE). We have been acting as a convener, educator, project
manager and provider of reliable data since 1978. In its 28 years,
the Consortium has made numerous contributions to the use of HIT and HIE
in Massachusetts; this experience will be brought to bear on the
issues being addressed by the HISPC subcontract.
When complete, in March 2007, the Project will have identified best
practices, issues and barriers; the solutions, and finally implementation
plans that can further the state’s awareness of the issues, foster
more active solutions development, as well as position Massachusetts
for continued involvement in interoperability initiatives.
