Morning Keynote:
"Personal Health Records: Getting Started With What's (Almost) Already Digitally Available"

Personal health records offer the promise of empowering consumers with access to timely and relevant personal health information, linked to decision support systems to provide guidance as to options and choices in taking an active role in managing their own care. Population based availability of digitized health information is clearly essential to this vision, and although full function EHRs are currently present in fewer than 10% of physician's offices, many other sources of timely and detailed digital clinical information exist.

Currently, for instance, PHRs can be loaded with data from health plans, PBMs and lab vendors, and in many cases from consumers themselves through self-entry or through downloading of data from biometric monitoring devices in the home. Although the use of EHRs will certainly expand over the next decade, and detailed and specific clinical data obtained from them will no doubt be of importance, much can be done with digital information already available from current sources.

This talk will explore current "state of the art" in personal health records that can be supported with today's digital information availability, and discuss the forcing functions and "wild cards" that will impact their development, deployment and use.

The adoption and integration of electronic health records, personal health records and eprescribing should enable significant improvements in the quality, safety and efficiency of patient care. However, the country may be on a course where these technologies collide rather than integrate with the result being a chaotic, uneven and sub-optimal convergence. This presentation and subsequent panel will discuss this impending problem and strategies to avert it. Legal, technical, policy and clinical points-of-view will be represented.
