Making decisions about allocating resources for health information technology is “often less than textbook and perfect,” according to Kevin Smith, CFO for Winchester Hospital. Smith will join hospital administrators offering a look into the thought processes and interactions that go into HIT decision- making during a panel discussion October 13 at the Consortium’s HealthMart 2006 conference, "Linking Cost, Efficiency and Clinical Quality." Thomas H. Lee, MD, Network President for Partners Healthcare System, will moderate the panel, “Broadening the Conversation: The CFO and CIO Perspective,” which also will include Gerald Greeley, CIO for Winchester Hospital; John Halamka, MD, CIO for CareGroup Healthcare System; and John Szum, CareGroup CFO. Dr. Lee has asked panelists to take a case-study approach to the topic. “We don’t practice administration; we practice medicine,” said Smith of his collaborative efforts with Greeley. “We approach our jobs with that philosophy.” Smith and Greeley will discuss Winchester Hospital’s recent decision to subsidize adoption of the electronic medical record in physicians’ offices. They also will talk about how difficult decision-making can be as hospitals determine how best to use limited resources, weighing data needs against facility needs. Szum will discuss the role of the CFO in coordinating the contracting and chargeback process for creating shared IT infrastructure and applications across CareGroup’s hospitals. Dr. Halamka then will describe the actual shared services and comment on the coordination of CPOE and EMR implementations. “We've done implementations together in a shared model for the past 10 years,” he said. “Its success is measured by the fact that we all agree that doing projects collaboratively reduces cost. The scope of services we do together has expanded, which is another measure of success.” It is important to define which shared services offer value and to establish appropriate governance to guide the process, according to Dr. Halamka. HealthMart 2006 will be held on Friday, October 13, 2006, at the Marriott Hotel, Routes 128 & 3A (One Mall Road), Burlington, Mass.
