Consumer a Factor in Quality Data Strategies

A variety of approaches to measuring quality and efficiency in health care show promise, but engaging the consumer is a key component in the overall quality effort, according to Judith Hibbard, PhD, a professor in the Department of Planning, Public Policy & Management at the University of Oregon. Hibbard will discuss her research as part of the Strategies panel at the Consortium’s HealthMart 2006 conference, "Linking Cost, Efficiency and Clinical Quality," on October 13. Marylou Buyse, MD, President of the Massachusetts Association of Health Plans, will moderate the panel, which also will include Barbra Rabson, Executive Director of the Massachusetts Health Quality Partners (MHQP), and Kenneth A. LaBresh, MD, Senior Vice President and Chief Medical Officer of MassPRO.

The panelists will report on their organizations’ efforts with regard to performance measures. “We need to understand what will help consumers use information to inform choices, but also look at ways to increase motivation to use that information,” said Hibbard. “Engaging consumers and patients will require understanding where they are and supporting their activation by encouraging small steps while working toward larger goals.”

Dr. Buyse said that providing quality data also can encourage innovation and quality improvements among providers, while driving down price. “We are near a tipping point to wide adoption of EMRs and resulting quantum leaps in quality and reducing cost,” she noted.

Dr. LaBresh directs the health technology implementation activities at MassPRO including the Doctors Office Quality – Information Technology (DOQ-IT) program and the associated Care Management, DOQ-IT University. He also will discuss the impact of the integration of measurement into the processes of care in Masspro-led projects in cardiovascular care and the implications for reducing health care costs.

Rabson will share MHQP’s experience with publicly releasing physician performance data and also will discuss results of its evaluation of how financial and non-financial incentives impact the delivery of quality care, a project funded by a Robert Wood Johnson Foundation Rewarding Results grant.
