Setting the Stage for Data Sharing
MHDC's MA-SHARE initiative is at the forefront of efforts nationally to advance clinical data exchange. This presentation will include a brief history of MA-SHARE, an update its anchor project, MedsInfo-ED, and the early lessons learned. Speakers will describe the overall MA-SHARE vision, and talk about the key upcoming projects.

The Value Proposition for Clinical Data Exchange
Regional clinical data exchanges have the potential to effect significant improvements in care quality and cost effectiveness. However, there is limited data and experience with the benefits of these exchanges. This panel will discuss the value lessons learned to date and the value proposition that is anticipated from MA-SHARE.

Data Sharing Privacy & Security Issues:
Overcoming the Challenges
The MedsInfo ED project required unprecedented collaboration among health plans, hospitals, pharmacy benefit managers, and many others to realize its goal of sharing data to improve quality. This collaboration included consensus building around regulatory requirments for privacy, common approaches to information security, and a consistent approach to communication and problem solving across organizational boundaries. The speakers will describe the MA-SHARE collaborative process to meeting these challenges.

Legislative Update: Data Sharing Challenges
A bill has been filed with the Massachusetts Legislature that obviates the need for payers to obtain a second consent to disclose medication history for treatment purposes for HIV/AIDS and mental health conditions was drafted and filed on behalf of MA-SHARE. The history and status of this bill will be presented.

The Technology of Data Sharing
An estimated 15% of the healthcare delivered in Massachusetts is redundant or unnecessary. Interoperable electronic health records are an important strategy to address this issue. MA-SHARE seeks to reduce costs, improve quality and enhance workflow by providing community utilities that interconnect healthcare in our state. This session will describe the technology strategy for data sharing.
