Advanced Technologies Hold Key to Health Care Quality & Cost Control

Health care quality can be improved and $2.5 billion net savings could be realized annually in Massachusetts if the state's health care industry were to strategically implement seven advanced technologies, according to a recent Massachusetts Technology Collaborative report.

Mitchell Adams, executive director of the Massachusetts Technology Collaborative will discuss the study during an appearance with David Cochran, MD, senior vice president for strategic development at Harvard Pilgrim Health Care. Together they will address "Barriers to Advanced Technologies" at the Consortium's conference, "Making e-Health Work: What You Need to Know," to be held Friday, February 6, at the Westin Hotel, Waltham, Mass.

The Massachusetts Technology Collaborative (MTC) worked with the New England Healthcare Institute and other major health care stakeholders to produce the report to be discussed by Adams: "Advanced Technologies to Lower the Cost of Health Care and Improve Quality," as part of MTC's Innovative Outlook Series. According to the report, the state could save $2.5 billion if it were to widely adopt all seven of the following information technologies:

  • Electronic Patient-Physician Communication. Some payers are piloting reimbursement programs for this service.
  • E-prescribing: providing up-to-date payer formulary information at the time a physician writes a prescription and electronic transmission of that legible prescription to a pharmacy.
  • Ambulatory CPOE
  • Inpatient CPOE
  • Disease management: Technologies that support the management of chronic diseases to increase patient involvement, improve the quality of care and reduce costs for populations of patients across a community.
  • Regional data sharing: Sharing electronic patient records by secure means when patients are seen at multiple provider organizations.
  • E-ICU: Technology allowing board-certified intensivists to fully monitor ICU patients remotely. One intensivist can cover multiple ICUs using remote monitoring or e-ICU applications.

Dr. Cochran, who will discuss adoption barriers and approaches to overcoming them, is responsible for the development and oversight of Harvard Pilgrim's strategic planning activities as well as the oversight of its e-health and e-business initiatives. He was a leader of Harvard Pilgrim's involvement in a joint initiative with Perot Systems to automate many of the health plan transactions with members, employers and providers. Previously, Dr. Cochran was a medical director at Harvard Pilgrim responsible for the implementation of information technology to support providers and consumers. In addition, Dr. Cochran was Vice President for Development and Chief Medical Officer for Lexant Corporation, a company that developed consumer health services delivered over the Internet.

Adopting advanced technologies requires a realistic approach to understanding the variations in how work is done; assessing the role of standards and the limitations of standardization; and an appreciation of the perspective of the user, according to Dr. Cochran, who said these are challenging issues, involving slow, hard work.
