"Health Plan Approach" to Consumer-Driven Healthcare

Health Plans Engage Consumers in Decision-Making

Health plans today provide a variety of support systems to consumers, from guidelines for choosing among their plans to comprehensive information about maintaining good health.

Speakers on the "Health Plan Approach" panel will describe efforts to draw the consumer into the decision-making process during the Consortium's 26th Annual Meeting and Consumer-Driven Healthcare Conference April 13 at The Westin Waltham.

"Our focus is on the support we provide to consumers to navigate the consumer-driven health plan world, as opposed to the world of five years ago," said panelist David Cochran, MD, Senior Vice President of Strategic Development for Harvard Pilgrim Health Care. He will appear with Jim Brown, Director of of Business Integration for Sales, Marketing and Service for Blue Cross Blue Shield of Massachusetts; and Alexandra H Schweitzer, assistant vice president of Tufts Health Plan.

Moderator Marylou Buyse, MD, President of the Massachusetts Association of Health Plans, will give a historical perspective of the changes that have invited more consumer involvement in health plans.

Dr. Cochran will discuss how plans might work with consumers to help them "understand differences in costs between, for example, an MRI and a standard X-ray or how to choose between a high-deductible plan versus some other option."

Brown will look at the issue from a business standpoint. In order to help the consumer become more involved, plans must provide proactive decision support tools and outreach to engage all members -- healthy, transitional and chronically ill -- in their health. Enabling technology is critical to the success of these efforts, he said.

"Some of the things that make our plan different are its design and its focus on disease management," said Schweitzer, who will discuss Tufts Health Plans' initiatives to help consumers take care of their own health. Incentives are one aspect of this effort, she said.
