Jim Brown

Jim Brown is the Director of Business Integration for Sales, Marketing and Service (SMS) at Blue Cross and Blue Shield of Massachusetts (BCBSMA). He is responsible for leading a variety of eBusiness initiatives for members, accounts, and brokers and also co-chairs the corporate eCommerce Steering Committee. In addition, Mr. Brown oversees the business planning, budget, and IT portfolio for the SMS division.

Prior to his current position, Mr. Brown held different positions within BCBSMA's information technology department. As Director of Technology Strategy Delivery, he was responsible for researching and implementing emerging technologies. While in that position, he co-lead a cross-functional team to evaluate and recommend a new core system for BCBSMA's back-end functions (i.e., enrollment, claims processing and utilization management). In another role, Mr. Brown facilitated the development and implementation of BCBSMA's 18-Month eCommerce Plan. He managed the Plan from concept to vendor selection and successfully concluded it with the implementation of specific technologies.

Mr. Brown also worked in the Corporate Planning Division where he led and participated in different strategic and business planning initiatives. Prior to joining BCBSMA he worked with Harvard Pilgrim Health Care and MEDITECH.

Mr. Brown serves on the Board of Directors of Outdoor Explorations (OE), a Massachusetts non-profit organization. OE is an inclusive disability organization that inspires personal growth through outdoor adventures. In 2002, Mr. Brown was nominated by his peers for The Massachusetts Leaders in Philanthropy Award.

Mr. Brown received a BA in Health Care Administration from Stonehill College and an MBA from Suffolk University.


Marylou Buyse, MD

Marylou Buyse, MD is President and Chief Executive Officer at the Massachusetts Association of Health Plans. Dr. Buyse also maintains a primary care practice at New England Baptist Medical Associates in West Roxbury. Prior to joining the Association, Dr. Buyse was Vice President, Health Affairs at United Healthcare of New England, and also served as a Medical Director at United Healthcare. She was the second woman to serve as President of the Massachusetts Medical Society (1998-1999). Dr. Buyse was appointed as a member of the Board of Registration in Medicine from 1994 through 1995 and chaired its Licensing Committee. She is a Trustee of the Boston Medical Library.

Dr. Buyse served as Director and President of the Center for Birth Defects Information Services, Inc., a non-profit international scientific organization that pioneered the development of the on-line databases, computer-based diagnostic support systems, and scientific information systems in the fields of genetics and birth defects. She has published extensively in the scientific literature, and is the Editor-in-Chief of the multi-volume Birth Defects Encyclopedia (Blackwell Scientific Publications, 1990).

Dr. Buyse received her Bachelor of Science degree from Hunter College, and her medical degree from the Medical College of Pennsylvania. She received a Masters of Science degree in Preventive Health and Medical Administration at the University of Wisconsin, Madison. She is board-certified in several medical specialties including medical genetics, pediatrics, and medical management. She has served on the faculties of several distinguished medical schools.


David Cochran, MD

David Cochran, MD is Senior Vice President for Strategic Development at Harvard Pilgrim Health Care. Dr. Cochran is responsible for the development and oversight of Harvard Pilgrim's strategic planning activities as well as the oversight of its e-health and e-business initiatives. He led Harvard Pilgrim's involvement in a joint initiative with Perot Systems to automate many of the health plan transactions with members, employers, and providers.

Previously, Dr. Cochran was a Medical Director at Harvard Pilgrim responsible for the implementation of information technology to support providers and consumers. His initiatives included the implementation of the CHESS system for patients newly diagnosed with breast cancer and the implementation of a comprehensive electronic medical record for physicians practicing in staff sites. In addition, Dr. Cochran was Vice President for Development and Chief Medical Officer for Lexant Corporation, a company that developed consumer health services delivered over the Internet. Lexant's primary consumer health improvement product, DoHealth, is in use at several organizations around the country.

Dr. Cochran is a graduate of Harvard College and Harvard Medical School. He received his postgraduate training in Internal Medicine at the University of California, San Francisco. He joined Harvard Community Health Plan (HCHP) in 1982 as a general Internist. He continued his active medical practice while holding a number of medical management roles including Chief of Internal Medicine, Director of Medical Specialties and Medical Director for a number of HCHP locations.


John P. Driscoll

John P. Driscoll is Senior Vice President, Product and Business Development at Medco Health Solutions. Mr. Driscoll is responsible for product and business development, clinical product management, health management, specialty pharmacy, retail and pharmacy network management, health care operations, business planning and development and project planning, and development. Mr. Driscoll came to Medco Health Solutions from Oak Investment Partners, a venture capital firm, where he served as an advisor on health care investments and served as Chairman of one of Oak's portfolio companies. Prior to that, Mr. Driscoll held the position of Executive Vice President of Walker Digital. Mr. Driscoll also served in a number of senior positions at Oxford Health Plans, including Corporate Vice President of Government Programs, where he founded a division that grew from less than $10 million to over $1 billion in revenue.

Mr. Driscoll earned a BA from Harvard College, a Masters of Philosophy from Cambridge University, and an MBA from Harvard Business School.


Denise D. Hilger, JD

Denise D. Hilger, JD is Assistant General Counsel in the ERISA practice group within Fidelity Investment's Legal Department. In her current role, Ms. Hilger provides legal guidance and support to Fidelity's employee benefit plans' record keeping businesses with a focus on the defined benefit and health and welfare practices. In addition, Ms. Hilger has served as counsel for Fidelity's own Benefits Department. Prior to joining Fidelity in 1996, Ms. Hilger was employed with Towers Perrin, Aetna Life & Casualty, and Cabot Corporation.

Ms. Hilger holds an AB in economics from Boston College and a JD from Boston College Law School. She also has earned the Certified Employee Benefit Specialist (CEBS) designation.


Karin J. Landry

Karin J. Landry is the US Insurance & Financial Services Practice Leader for Watson Wyatt and has over 17 years experience in the insurance, health care, risk financing and benefits industries. She helps a variety of corporate, insurance, financial services and health care provider clients develop and implement new strategies and programs, both domestically and internationally. Ms. Landry's expertise in benefits, risk financing and insurance has helped clients to develop customized, innovative solutions. Ms. Landry helps her clients design and implement new financial services, life and health products and strategies, develop international insurance and captive entities, facilitate new market entrance, both domestically and internationally, and evaluate international benefits design issues, strategies and funding vehicles.

Some of Ms. Landry's recent projects include assignments to:

  • Development and assessment of health savings accounts, medical savings accounts and retiree health accumulation vehicles
  • Market entry strategies for financial services firms, including banks, insurers and investment companies
  • Develop Life and Health Insurance products and strategies for major market players
  • Develop and evaluate integrated delivery systems, HMOs and insurance arrangements in the commercial Medicare, disability and workers' compensation areas
  • Develop and evaluate capitation and risk sharing arrangements
  • Evaluate international health care issues and funding vehicles
  • Develop disease management modules
  • Assist in the assessment of international health care joint ventures

Ms. Landry is a life, health and property and casualty licensed insurance advisor. She is enrolled in CEBS and CLU studies. In the past, she has held NASD series 7 and 63 licenses.


Nancy Lazgin

Nancy Lazgin is Director, Global Benefits for Staples, Inc., the largest operator of office superstores in the world with over $13.2 billion in revenue. She is responsible for the strategy, design, communication, and implementation of benefits programs for approximately 60,000 associates. In addition, she has monitoring and oversight responsibilities of all benefit vendors.

Prior to this position, Ms. Lazgin worked as head of Employee Benefits for many large, multi-national companies including Grinnell Corporation (a Tyco International Co.), ITT Corporation, Thermo Electron Corporation, and The Providence Journal Company.

Ms. Lazgin holds a BA in Mathematics from Hood College and is a Director of NEEBC, member of DMEC, and on the advisory boards of BCBSMA and Delta Dental of MA.


Erin T. Lenox, MPH, CEBS

Erin T. Lenox, MPH, CEBS is an Associate with Hilb Rogal & Hobbs. She provides consulting advice in the areas of healthcare strategy and design, principles of consumerism, targeted health management opportunities, pricing and contribution strategies, and behavioral health strategy and design.

Most recently, Ms. Lenox has assisted clients with the evaluation and implementation of consumer driven health care plans. In addition, she has advised clients with respect to the use of technology to manage the long-term cost of health and productivity programs, to effectively influence the behavior of employees and their dependents, and to facilitate value-based purchasing.

Ms. Lenox received her Bachelor's degree at College of the Holy Cross and her Master's of Public Health in Health Management from Yale University. Before joining Hilb Rogal & Hobbs, Ms. Lenox worked as a Consultant for Towers Perrin in the Boston Health & Welfare practice. She is currently a Certified Employee Benefit Specialist (CEBS) and a member of the International Society of Certified Employee Benefit Specialists, the New England Employee Benefits Council, and the Massachusetts Health Data Consortium.


Alan G. Macdonald

Alan G. Macdonald is Executive Director of the Massachusetts Business Roundtable (MBR), an organization comprised of seventy-five leading executives of major Massachusetts enterprises. MBR focuses the management perspective of its members on statewide issues to help the Commonwealth's leaders design and implement policies for the benefit of the state's economy and for the improvement of the quality of life in Massachusetts.

Prior to joining the Roundtable, Mr. Macdonald served for ten years as the Manager of State Government Relations for General Electric Company (GE) in Massachusetts and in other New England states. Prior to his work with GE, he was Manager of Government Relations and Public Affairs for Gulf Oil Corporation in New England, Pittsburgh and Washington, DC.

Mr. Macdonald also served as Assistant Attorney General for Massachusetts, working primarily in the areas of environmental law and criminal law enforcement.

Mr. Macdonald is a Trustee of the Winchester Savings Bank; a Director of the Massachusetts Development Corporation; a Trustee of the Massachusetts Hospital Association; and Chairman of the Board of Trustees of Hallmark Health Corporation. He is twice Past Chairman of the Board of Selectmen in Winchester, Past President of Winchester Country Club, and currently a Director of several non-profit organizations.

Mr. Macdonald is a graduate of Dartmouth College and Boston College Law School, and Past President of the Dartmouth Alumni Association of Eastern Massachusetts.


Philip Marshall, MD, MPH

Philip Marshall, MD, MPH is Vice President of Products at WebMD Health. Dr. Marshall received his medical degree from Indiana University School of Medicine, and has residency training in general surgery and public health and preventive medicine. Dr. Marshall has focused his career on enhancing how patients and physicians can more easily communicate and manage health data, and he has worked on electronic medical record systems at Medicalogic and Kaiser Permanente Northwest. Upon joining WellMed and WebMD, Dr. Marshall has been responsible for the product architecture that guides all Personal Health Record-keeping, Content Management, Search and Personalization. Most recently, Dr. Marshall has overseen WebMD Health's corporate and payer market product strategy and development, including key health plan and medication decision support applications.


John E. McDonough, DrPH

John E. McDonough, DrPH is Executive Director of Health Care for All, Massachusetts' leading consumer health advocacy organization. Prior to this current role, he was an Associate Professor at the Heller School, Brandeis University, and a Senior Associate at its Schneider Institute for Health Policy. He also served as a member of the Massachusetts House of Representatives where he co-chaired the Joint Committee on Health Care. In 1996, he led the successful campaign for passage of health access legislation to cover uninsured children, funded by new tobacco taxes, legislation which served as a model for the federal Children's Health Insurance Program.

Dr. McDonough teaches at the Harvard School of Public Health and the Boston University School of Public Health. His articles have appeared in The New England Journal of Medicine, Health Affairs and other journals. He has written two books, Experiencing Politics: A Legislator's Stories of Government and Health Care by the University of California Press and the Milbank Fund in 2000, and Interests, Ideas, and Deregulation: The Fate of Hospital Rate Setting by the University of Michigan Press in 1997.

Dr. McDonough received a Doctorate in Public Health from the School of Public Health at the University of Michigan and a Master in Public Administration from the John F. Kennedy School of Government at Harvard.


Ted Meads

Ted Meads is Vice President of Lumenos. In this capacity, Mr. Meads is responsible for direct sales and management of the Midwest region for Lumenos. He most recently served as Vice President, National Sales for Magellan Behavioral Health. Formerly, Mr. Meads served in a variety of sales positions with Value Health, Value Health Sciences, and Value Behavioral Health with primary responsibilities for growth in the large employer market segment. Prior to his Value Health experience, Mr. Meads worked for MCC (later CIGNA Behavioral) in Minneapolis, served on the faculty of the University of Minnesota (School of Public Health), and as a health staffer in the office of Senator James T. Edmunds of Virginia.


Dolores L. Mitchell

Dolores L. Mitchell is Executive Director of the Group Insurance Commission, the agency that provides life, health, disability, dental, and vision services to 265,000 Massachusetts state employees, retirees, and their dependents. She has been in that position since 1987, serving in the administrations of Governor Dukakis, Governor Weld, Governor Cellucci, Governor Swift and now Governor Romney. During the first Dukakis administration she served as Cabinet Coordinator, and for several months, as Secretary of Human Services.

She has also served as Boston's Executive Director of the well-known business school, the Katharine Gibbs School and has worked as a consultant and legislative liaison for a number of organizations.

Ms. Mitchell is a member of a number of professional and community organizations, including serving as a Board Member of the Massachusetts Health Data Consortium, the President of the Massachusetts Healthcare Purchaser Group, Vice President of the National Women's Political Caucus, the Women's Economic Forum, the Greater Boston Big Sister Association, and her local Democratic Town Committee.

Ms. Mitchell is a frequent speaker on topics relating to health care, government, and women's career issues.


Meredith Rosenthal, PhD

Meredith Rosenthal, PhD is Assistant Professor of Health Economics and Policy at Harvard School of Public Health's Department of Health Policy and Management. Dr. Rosenthal's principal research interests revolve around economic incentives that influence consumer and provider health care decisions. Her other substantive interests include the pharmaceutical industry, mental health policy, and the economics of smoking. She is currently working on a series of related projects that examine evolving trends in the health insurance market, including consumer-directed health plans and financial incentives for improving health care quality and patient safety.

The first of these studies is an evaluation of a health plan's medical group report card. The report card, which presents a wide variety of clinical quality, patient satisfaction, and other measures, has been disseminated twice annually to the health plan's enrollees since 1998. While existing research has found disappointingly little impact of consumer report cards on choices of health plans or specialists, there are no studies of using this approach to help consumers choose their primary source of care. A second related study examines the effects of the subsequent introduction of pay-for-performance in the same market. In this second natural experiment, the health plan began paying medical groups bonuses related to performance on a subset of the quality measures reported to consumers.

Dr. Rosenthal is also participating in a study that examines the prevalence, design and early effects of consumer-directed health plans. The study design involves a two-pronged approach to gauging the breadth and nature of the consumer-directed benefit movement and exploring the early evidence on its impact. First, a survey of health plans asks about enrollment in and selected features of consumer-directed health benefit plans and "consumerist" features of traditional plans (e.g., the availability of individual health risk assessment tools for enrollees). Secondly, case studies will explore a variety of plans in depth, profile the motivations for and design of prototypical plans, obtain both qualitative and quantitative estimates of uptake, risk selection, and other effects.

Dr. Rosenthal is a graduate of Brown University and received her PhD from Harvard University.


Alexandra H. Schweitzer

Alexandra H. Schweitzer is Assistant Vice President, Consumer-Driven Health Care at Tufts Health Plan. In this role, Ms. Schweitzer is the product manager for Liberty by Tufts Health PlanT, a second-generation consumer-driven health care plan developed in partnership with Destiny Health.

Ms. Schweitzer has held a variety of positions in product development and management, national accounts management, HMO and hospital operations, and employee benefits. Her previous experience spans the public and private sectors, including John Hancock's Group Benefit Operations, serving large national employers; Partners HealthCare System, an integrated delivery network; and The Massachusetts Group Insurance Commission, providing benefits to 265,000 state employees and retirees and their dependents.

Ms. Schweitzer holds a BA in English and American Literature from Brandeis University and a Master's in Public Policy from Harvard University. She has completed the Columbia University Executive Program in Business Administration.


Douglas J. Stewart

Douglas J. Stewart is Senior Benefits Generalist at Textron Inc. As a member of the Textron HR Operations and Compliance Center of Excellence, Mr. Stewart performs vendor management functions, including coordination of issue resolution and development of action plans to resolve problems. He has conducted numerous presentations at Textron businesses as part of the recent consumer-driven health plan implementation, and is the project lead for the transition of health and welfare benefits administration to Fidelity Investments. He also advises and assists Textron's businesses with benefits compliance issues such as flex plan administration, COBRA, Medicare secondary payer, and outsourced retiree plan administration.

Prior to joining Textron, Mr. Stewart was the Director of Benefits at Brown University. There he directed the operation and administration of the Benefits Office; implemented group long-term care insurance and modifications to life, long term disability, and health care insurance plans; and performed strategic benefits planning. Mr. Stewart also facilitated a comprehensive review and analysis of all benefits provided by the University.

Mr. Stewart holds an MBA from the University of Rhode Island. He has also completed Textron Six Sigma Green Belt training in 2003.


Elliot M. Stone

Elliot M. Stone has been Executive Director and CEO of the Massachusetts Health Data Consortium since it was established in 1978 as a private, non-profit corporation. The Consortium is a neutral setting for the collection and analysis of large health care databases and a convener among its 140+ members for health policy and information technology issues. The Consortium provides technical support for and publishes annual reports on hospital prices, utilization and communities' hospital dependency to a broad constituency of health care organizations, business coalitions, and health services researchers.

In 1995, Mr. Stone organized the Affiliated Health Information Networks of New England project and its CIO Forum to improve the state's electronic health care information infrastructure among health plans and providers through standards required by the federal Health Insurance Portability and Accountability Act (HIPAA).

Mr. Stone has been an advisor to the Agency for Healthcare Research and Quality (AHRQ), the Centers for Medicare and Medicaid Services (CMS), the National Center for Health Statistics (NCHS), AcademyHealth, the Robert Wood Johnson Foundation, the John A. Hartford Foundation, the Markle Foundation and The Commonwealth Fund. The Institute of Medicine and the Computer Science and Telecommunications Board of the National Academy of Sciences (NAS) have appointed him to Committees which have published "Protecting Data Privacy in Health Services Research", "Health Data in the Information Age: Use, Disclosure and Privacy", and "Cryptography's Role in Securing the Information Society". He provided financial support for the NAS Security Study, "For the Record: Protecting Electronic Health Information."

Mr. Stone is an active member of the Public Health Data Standards Consortium (PHDSC) and the National Association of Health Data Organizations (NAHDO). He is also an Adjunct Lecturer in the Department of Health Policy and Management at Harvard School of Public Health.

Mr. Stone received his bachelor and masters degrees at Boston University, and completed an Executive Program in health care management at Yale University. The Massachusetts Public Health Association honored him with its Alfred M. Frechette Award for outstanding contributions to the field of public health.


David S. Szabo, JD

David S. Szabo, JD is Co-Chair of the Health Care Practice at the law firm of Nutter, McClennen & Fish, LLP in Boston, Massachusetts. His practice includes the representation of hospitals, integrated delivery systems, managed care plans, medical practice management companies, community mental health centers, home care companies, and biotechnology companies.

Mr. Szabo is a member of the Steering Committee of the Health Law Section of the Boston Bar Association. Mr. Szabo received his JD from Boston University School of Law, and graduated, cum laude, from the University of Rochester.


Rose Umile

Rose Umile is Senior Manager Employee Benefits at Raytheon Company. Ms. Umile is responsible for the design and administration of the health and welfare programs for 76,000 employees located worldwide. With more than 20 years of human resource experience with Raytheon Company, major accomplishments have included the direction of a cross-functional team tasked with converting the internal benefit administration of three major acquisitions to a single outsourced platform, while maintaining unique benefit designs and programs. Additionally, Ms. Umile was instrumental in the design, development, and implementation of a unified health and welfare benefit program for employees from four cultures acquired through acquisition. Ongoing, she is responsible for assessing and developing strategic initiatives in order to help Raytheon maintain its competitive advantage. Ms. Umile received a BA degree in Business Administration from Northeastern University.


Gordon C. Vineyard, MD

Gordon C. Vineyard, MD is Chairman of the Board of the Massachusetts Health Data Consortium, Inc. He has recently retired from the position of Interim CEO of Harvard Vanguard Medical Associates after many years of active involvement with that institution, its predecessors, Brigham and Women's Hospital and Harvard Medical School.

Dr. Vineyard's undergraduate education was at Yale University where he studied Electrical Engineering. He attended Harvard Medical School and had his general surgical training at the Peter Bent Brigham Hospital. In 1972 he joined the faculty practice at Peter Bent Brigham Hospital and Harvard Community Health Plan. He continued his active involvement with those institutions until his retirement in August 2000.

His practice interests included general surgery, renal transplantation, colon and rectal surgery and endocrine surgery. He was one of the early developers and promoters of colonoscopy and holds one patent in that area. He was Associate Clinical Professor of Surgery at Harvard Medical School.

Administratively, he served nine years as Surgeon-in-Chief of Harvard Community Health Plan/Harvard Pilgrim Health Care/Harvard Vanguard Medical Associates and was Director of Surgical Specialties and Radiology prior to being appointed as Interim CEO.

Dr. Vineyard's professional interests include medical devices, health care administration and health care finance. He serves on the Board of Directors of three corporations involved in health care.
