"Public Reporting Initiatives"
Workshop Description:
Abt Associates Inc. has been at the forefront of the federal government's initiative to publicly report information on nursing home quality. The "Nursing Home Quality Initiative", sponsored by the Centers for Medicare & Medicaid Services, was the first of the federal public reporting initiatives, and was launched on a pilot basis in Spring 2002. Abt Associates and its partners developed and validated the quality measures tested in the pilot, and the subsequent measures that are now publicly reported for all nursing homes nationwide on Nursing Home Compare (www.medicare.gov). The research leading to the nursing home public reports will be described in this session, along with a description of the various risk adjustment processes developed and tested in the creation of the nursing home measures and their relation to risk adjustment strategies employed in other quality indicator systems.
Abt staff have also been reviewing hospital quality measures and recently completed an environmental scan of hospital public reporting initiatives for the Florida Agency for Health Care Administration (through a subcontract to the University of Miami). Results of this work will be presented, including a review of: the AHRQ quality indicators; existing hospital quality reporting sites; and the key national regulatory and policy issues potentially affecting public reporting of hospital quality measures in Florida and other states (e.g., the voluntary AHA/CMS National Quality Initiative).

Participants will gain the following through participation at this conference session:
- A comprehensive understanding of the policy context in which public reporting initiatives are taking place at the state and national levels;
- An understanding of the data sources and methodologies used to create nursing home and hospital quality measures that are publicly reported; and
- A broader understanding of the impact of these quality initiatives on day-to-day practice.
