Massachusetts Health Data Consortium Appoints New CEO, Brings Experience from Public Service and Information Technology Background

WALTHAM, Mass., November 21, 2005 - The Massachusetts Health Data Consortium (MHDC), a convener of New England's major public and private healthcare organizations, today announced it has appointed Ray Campbell to the position of Executive Director and Chief Executive Officer, effective November 14, 2005. Mr. Campbell, an experienced lawyer with his own private practice, has held several executive level positions within the public and information technology sectors.

"Ray exemplifies the leadership skills our members are looking for to lead this Organization," said Gordon C. Vineyard, M.D., President and Chairman of the Board, MHDC. "He is the right person to address the challenges and opportunities we face in the future, particularly as we continue to play a key role in the public domain of health data and information."

Immediately prior to joining the Massachusetts Health Data Consortium, Mr. Campbell was engaged in a successful law and consulting practice. His prior engagements included: serving as procurement counsel and chief negotiator for the Executive Office of Health and Human Services' new Medicaid management information system; managing an intellectual property audit of the Commonwealth's Internet presence; serving as counsel on a government electronic records management project; and contributing to research on technology and public policy at the MIT E-Commerce Architecture Program at the MIT Media Lab.

"I am honored that the MHDC has chosen me to advance its mission of bringing together key players in the healthcare industry to help them find ways to use information technology to improve health and healthcare for the people of Massachusetts," said Mr. Campbell. "These are exciting times in the field of healthcare information technology, and the Consortium is fortunate to have the opportunity to work with numerous recognized leaders in this field. I believe my skills are well suited to the challenges and opportunities we face, and I look forward to making a contribution. I am particularly humbled to be succeeding Elliot Stone in this position, because he was a true giant in this field."

In addition to his legal and consulting career, Mr. Campbell has acted in leadership positions as Executive Director of the Massachusetts Corporation for Educational Telecommunications; the first General Counsel of the Commonwealth of Massachusetts' Information Technology Division; and Counsel at the Bank of Tokyo Financial Corporation.

Mr. Campbell holds a B.A. from Bates College. He received his J.D. from Suffolk University, and an M.P.A. from Harvard University's Kennedy School of Government. Born and raised in Lexington, Mass., he currently resides with his wife and two children in Waltham, Mass.

The Massachusetts Health Data Consortium was founded in 1978 by the state's major public and private health care organizations. They recognized the need for a neutral agency, an "honest broker," independent of special interests, to collect, analyze and disseminate health care information. The Consortium's information products, services and special projects support health policy development, technology planning and implementation, and improved decision making in the allocation and financing of health care.
