1978 | - The Massachusetts Health Data Consortium, with Louis Freedman as Acting Executive Director, is founded as a non-profit coalition by the public and private health care organizations of the Commonwealth to develop a system for collecting, organizing and disseminating data on all hospital care in the State. (Nils Bruzelius of the Boston Globe reports that the Consortium's establishment is approved on April 30th, after 2 1/2 years of negotiations and six years of planning by the Office of State Health Planning in response to Federal initiatives.)
- The Consortium holds its first official meeting as an independently constituted non-profit corporation and elects Paul Densen, director of the Harvard Center for Community Health and Medical Care, as its President and selects Elliot Stone, of the state DPH, as its new Executive Director.
- On May 23rd, Governor Michael Dukakis signs special legislation: (Chapter 186) an Act Authorizing the three state agencies that are heavily in the data business: Department of Public Health, the Department of Public Welfare and the Rate Setting Commission to participate in the Consortium.
- The Consortium develops its first "core package" for members and the public: establishing a patient database containing information on all 950,000 of the state's hospital discharges, which will permit detection of patterns of disease and treatment. The Technical Review Committee is formed to examine study methodologies.
- Privacy concerns arise among the project's health care providers and the Consortium assumes a leadership role in resolving this issue.

1976 | - Massachusetts Office of Health Planning collaborates with the National Center for Health Statistics (NCHS) on a grant for the statewide hospital care component of the Cooperative Health Statistics System (CHSS) -- later to be subcontracted to the Massachusetts Health Data Consortium.
