"Investing in Information" Awards
Each fall at HealthMart, the annual corporate health policy conference, the Consortium's Board of Directors announce their "Investing in Information Award" winners.
Criteria: Since 1996, the Awards have honored organizations and individuals who have invested capital, knowledge and leadership to use traditional and state-of the art technologies to promote efficient and effective communication of health information. Entries are usually accepted until mid summer every year for the following Fall's HealthMart conference.

2006
The 2006 Awards are presented to these four physicians for being instrumental in conceiving, championing, implementing, and
managing the MedsInfo-ED project, which resulted in the first system in the nation to provide emergency department doctors with
real-time access to patient prescription medication histories drawn from multiple health plan data sources. As a result of the
MedsInfo-ED pilot, the Massachusetts healthcare community has learned a wealth of extremely valuable information about the
operational, technical, and legal implications of real-time clinical data exchange between different healthcare organizations.
Without the vision and commitment of this year’s Investing in Information Award winners, these lessons would not have been learned.

- Carl Ascenzo - Sr. Vice President and CIO, Blue Cross Blue Shield of Massachusetts -- awarded for leading the many financial and resource contributions made by Blue Cross Blue Shield of Massachusetts to the healthcare IT community of the state
- T. Louis Gutierrez - Chief Technology Strategist, Commonwealth Medicine / UMass Medical School -- awarded for his on-going commitment and dedication to improving the quality and efficiency of healthcare through the use of information technology
- Community Catalyst -- awarded for "Real Benefits" - a web based, public benefits eligibility and application program that assists lower income families in determining their eligibility for a host of federal and state benefit programs and then produces completed, ready-to-sign applications for each program for which the family qualifies

- Thomas Sullivan, MD - Immediate Past President, MA Medical Society -- awarded for his long, active leadership in health information technology issues ranging from the use of e- prescribing to adoption and community-wide use of fully interoperable electronic health records
- Group Insurance Commission (GIC): Dolores L. Mitchell, Executive Director -- awarded for its work using claims data to improve the quality of care for its enrollees

- The Administrative Simplification Working Group Of The Massachusetts Health Care Task Force: Mary Beckman and William D. O'Leary - Executive Office of Health and Human Services, Commonwealth of Massachusetts (EOHHS) -- awarded jointly for showing leadership in their recommendations to improve the Commonwealth's health information infrastructure
- Paul F. Levy and Dean Joseph B. Martin, MD, PhD - Harvard Medical School -- awarded jointly for showing leadership in their recommendations to improve the Commonwealth's health information infrastructure

- Senator Richard T. Moore -- awarded for sponsoring the creation of the Betsy Lehman Center for Patient Safety and Medical Error Reduction as well as his leadership in convening the MA Medication Error Task Force

- Albert G. Mulley, Jr, MD -- awarded for his work on shared medical decision-making, through the creation of the Foundation for Informed Medical Decision Making

- Bell Atlantic -- awarded for the development and use of its HMO Evaluation Survey that provides measures of member satisfaction, quality of care, convenience and the quality of the Member Services Department
- The Massachusetts Health Quality Partners (MHQP) -- awarded for its State-wide Patient Survey Project, which collected, analyzed and disseminated comparative measures of inpatient care experiences across Massachusetts hospitals
1998
- Massachusetts Division Of Health Care Finance And Policy, Executive Office Of Health And Human Services -- awarded for its state-of-the-art improvements to the Hospital Case Mix Discharge Data Base
- Massachusetts Department Of Public Health -- awarded for its Survey Performance Tool for Nursing Homes and the Massachusetts Community Health Information Profile (MassCHIP)
- Analog Devices -- awarded for sharing the results of its medical plan satisfaction survey with all employees

Background:
The mission of the Massachusetts Health Data Consortium is to lead the development of a comprehensive health data system to address the health information needs of the Commonwealth for the purpose of improving health care and health. In order to operationalize this mission, the Consortium will need the advice and support of employers/purchasers, insurers, providers, government agencies, health policy makers and consumers. Each sector must "invest" capital, knowledge and leadership to improve the state's health information infrastructure: by facilitating computer connectivity and inter-operability among organizations, by education on the use of paperless electronic data interchange (EDI), and by promoting efficient and effective communication of information among all participants in the health care system.
